The Wife went to a Fresh and Easy (www.FreshandEasy.com) here in Vegas. They have 24 packs of 16.9 quart (.5 l) of water for $1.99. The cheapest we've ever seen is $2.99. We don't know if all Fresh and Easy's have this price, but this is the best price we've seen in a long time.

So, it looks like its only this one (which recently opened). Perhaps its part of their "grand openings" when a new store opens. So, I guess be on the look out for their stores opening.

To make the deal even sweeter, they have $5.00 of a $20.00 purchase. We buy 10 cases of water (and a candy bar or something) and use the coupon and get it for $15 and some change.
